Thank you everyone for your help. 

 

After a call to B and B a solution was found.  The problem was not in the code or the B and B hardware but was in the cabling.  I was told by B and B tech support that if the loop back test worked then the likely problem was in the cable between the Instrument and the converter.  In my application what was required was a null modem or cross over cable.  Apparently the gyberish data that i was recieving is also an indicator of needing a different cable.

Thanks for closing the loop and getting back to us.  The DCE port config is of course a difference from a PC's DTE port

Incase this forum is stumbled across in the future I should also mention that I needed to build a cross over cable between the cRIO and the B and B converter to cross over the Rx and Tx lines.

Glad you got it working. I'm not sure how you could have received any data at all, though.
