I lost many time in testing the card and the activeX stuff but with no good result. I don't know where is the problem and I don't have time to know because the dead line is coming and we are running out of time, I  am using now the gsm modem and I bought from ebay and I used Hyperterminal to test the AT commands and it works, I was able to send an sms to my mobile so know I have to start getting to know VISA and start to do the VI but the problem I don't know how????? can anyone tell me what to do next??

Start with the shipping examples. Do a search for serial. There is one called Basic Serial Write and Read. I also believe there have been posted some gsm examples. There's an old one here.

I already saw this example and it is useful but I want you to see my try because I think it is OK but the only problem is I didn't recive sms after I press send

I would recomend that you remove all of the duplicate VISA Opens in each of your cases. You also should do a single VISA Configure Serial Port. I have no diea what the baud rate, etc is for your modem but don't configure it so it's going to use the port defaults. This would be best done outside the while loop so that it only executes once. You've got a couple of VISA Reads in your program. Do you get anything from those? If you don't get a response, there is something wrong with your basic com setup.
