VIPM installation problem

Good afternoon, everyone. My name is Leong, and I have the problem to install the VIPM after I download the VIPM from the website. I installed the NI labview 2009 run time software, the message display as the below:

Error 5 occurred at an unidentified location

Possible reason(s):

LabVIEW: File already open

May I know that what is the problem so I know how to solve it? Thank you for your kindness help.

Is the error from VIPM installer, or from the LabVIEW Run-Time installer?
