RUN Time RS232

Good afternoon
I install my application and a PC that does not have LabView installed.
I have ethernet and RS232 interface. 
I installed the RUN TIME 8.2.1, and see that,  does not send data for the application via RS232.
What is the problem?
I'm Missing something?

Yes. The VISA Run-Time.  If you built an installer you can include this as part of the installer. If not, you will need to download and install VISA on the target computer.
