We will not make the button shapes be similar to the Silver buttons. That is not the intended visual design.
The mistake here is that the buttons are supposed to be transparent in both their states. I'll file a CAR to myself. You can fix it yourself by using the coloring tool. If you fix the custom control (vi.lib\silver_ctls\Graph\XY Graph NI_Silver.ctl) then you won't need to fix it every time you place a new instance.

You have to use the Control Editor to color the X.XX button. Let me see if I can post a fixed version of the CTL file here. (I'll have to ask the board admins how that's done, or post it somewhere else and provide a link).
I'll talk to Simon about it, but I believe the Graph palette is intentionally using the subtle button style because the big Silver button frames would be very "chunky" there. I don't think he wanted those to be flat like the Scale Legend buttons.
[The Zoom tool button staying pressed when you don't select a zoom action is a bug. The graph still works correctly, but the image is drawn incorrectly until you select a zoom action].
