error in FPGA VI for generating PWM

Did you copy these timed loops over from a real time vi?  I ask because they look like real time loops. 

Try right clicking on the loop, then replacing it with a timed sequence, then right clicking again an replacing with timed loop.  This should look like the attached picture. 

Then once you get that, you'll be able to wire in derived clock frequencies.  Follow this document on how to create derived clocks in your fpga project:
