Thanks for the extra details. I checked the "*Users\Public\Documents" directory and it was created/modified around the time of the successful NIPM installs. Windows 10 also abstracts/references this directory as 'Public Documents' (see photo). Also the registry 'Common Documents' looks good (photo attached).
Perhaps for clean Windows 10 installs a registry update and/or manual creation of this directory is needed to help the NIPM scripts execute? Seems like a plausible solution for this first run / setup.
