Here's a simple example that uses LV and traditional NI-DAQ to implement the idea John W. suggested.  Note that with the default values you mentioned for your app, the UI indicators on the front panel don't update nearly quickly enough to observe operation.   To verify functionality, try values like 0.50 sec pause and a 50 hz pulse train.  Note also that as your ON or OFF time approach 1+ seconds, you'll need to specify that the "controlling counter" should use the slower 100 kHz timebase.
