I am currently sending alarms out via email. I would like to send a followup email out if that active alarm becomes inactive. Anyone know how to do this?

You can set another alarm for the "inactive". For example, you need an alarm A for a pot when its value is higher than 80, you can set another B for its value lower than 80 in a different alarmArea. When A is inactive, B becomes active. Then you can send B out. 
Use different alarm area to distinguish them.
