how can i generate a square pulse of desired width and delay in labview?

Look at the Signal Processing palette. There are VIs which generate arrays with square waves or pulses and othes for waveforms.

...and once you have the waveform, are you wanting to output it from the computer in some way?

I m using SCB-68A as the interface device, and i have to trigger an injector for a given period of crank angle, that's why need to know how to get a square pulse of given delay and width.

Please provide the actual DAQ device you are using. The SCB-68 is a dumb terminal block as you should know.
