indexing clusters to 'for loop'

I am doing a project which was previously developed by someone else. I was trying to recreate few programs to improve my knowledge which he has done. Among one of those, I am unable to give cluster as an input to a 'for loop' with indexing operation where as he did it. I am unable to understand the reason. Can someone please help me understand the reason better?

Its an array of clusters, not a cluster.

maybe because that "someone else" was using an array of clusters?
