Windows reshuffling

Yes, I occasionally see this in all versions and it is pretty annoying. I think it is a bug in LabVIEW and has little to do with windows or my actions.

This has been around forever and there are earlier discussions reporting the same thing (example).

I might be coding innocently and suddenly all LabVIEW windows go haywire and reshuffle their order and I might end up with the project window on top while I was working on a VI. It even sometimes happens when building an application while I am not touching anything at all.

This persists in LV 2019.

Often, when this happens I see several LV icons appearing and disappearing again in the task bar as though LV was creating temporary windows.
