This is exactly why I insist on having my LabVIEW installation software on DVDs or USB-sticks.

That Error Message is wrong!  This is a common Error Message when doing a LabVIEW 2019 installation, and has (almost always) has nothing to do with internet access.  I've gotten it when installing from the 2019 USB stick.
