Windows 7 compatibility

Hello 

I use labview 8.2.1 and NI Vision . Is it possible to achieve the same efficiency if I use the LabVIEW 8.2.1 exe at windows 7(32/64 bit) machine with compatible run time engine ?

If I want to develop LabVIEW application in windows 7 , I will have to purchase/upgrade LabVIEW 2009 or above . Am I correct ? In  that case NI Vision module also have to be upgraded to 2009 or above ?
