As I am not so familiar with C coding, I will first try the Mathwork Tools (as my partners use Matlab instead of Octave) to destill a compatible DLL,

if this does not work, I will give your tool a try.

I prepared an a example of the external dll creation by TMC Compiler and  its usage in LabView. If you have some suggestions it would be very nice to receive it. Thanks.
