I have solved the problem. Many of the vi's and some of the LLB had there secruity permission set to to "system" and "admin" only. Adding in user and power user has restored the full functionality of Labview and solved my problem.
In answer to your questions, Yes, all users who did not have admin priviledges could not print. According to our security plan only 2 people can have admin priviledges on a system used for classifed testing -- the security manager and the IT manager. The test operator cannot be an "admin".
No, the program would not run or load. It was looking for missing vi's contained in some LLB's. So, many missing vi's caused broken arrows.
I will look into make this an executable in the future.
