Subpanel in LV8 scrolls beyond visible area, not in 7.1. Any fix?

Application uses a subpanel to display test results. Each subVI is a different size based on amount of data to display. In LV7.1, scrolling during program execution was limited to the visible area of the subVI's front panel. In LV8.0 scrolling goes beyond visible area. Scrolling seems limitless. Is there a way to limit scrolling to the visible area?

It explains the behavior.   Another thing is that the scrollbars are dependant upon the VI that is inserted into the subpanel.  You can change a Window Appearance setting in the called VI that will allow you to disable the scrollbars for the called VI.  This thread explains it: Here.      Thank you for the reply. Unfortunately this is not my problem. I am already controlling the scrollbars as the link suggested. I set the vertical to Always On and the horizontal to Always Off. I have attached a couple pictures that might help explain the situation.
 
LV7.1
 
In the LV7.1 image, you can see that the vertical scrolling stops when it reaches the top of the dark blue decoration. In the LV8.0 image, the scrolling is allowed to continue past the top of the decoration. This is true for both the top and bottom. In fact, by pressing the up or down arrow you can scroll without end.

Sam,
     I guess this one is considered intended behavior. I spoke with a IN Apps Engineer and he enlisted the help of others. They did not come up with a solution for my situation. They deemed it intended behavior.
