Relative path in File Dialog

Hello, can i ask you? I need help with some projects. 

I connect my phone to PC via USB and then when the PC detects the connected phone, a dialog box (or file dialog)  show the files and folders contained in my mobile. Is it even possible? I have problem with this because it is a relative path i think.

It shouldn't be a relative path. The times when I have connected my phone to my PC, it's solid state memory appeared as one or more disks -- like a thumb drive.

What sort of phone are we talking about?
