Ni-Serial is irrelevant.

Did you install InstaCal on the second pc? Did you install the .inf file for the spectrometer on the second pc. These are all separate installs from the LabVIEW code, NI-MAX, NI-VISA, etc. Everthing you had to separately install on the first pc you have to separately install on the second. You can include some of these with the installer you built for the LabVIEW code.

Looks like something wonky with the Virual COM Port Driver.

What devices are on the ports which are marked as problematic? (COM17 and COM18)
