Problems creating stoplight

I am currently working on a program to program a stoplight. I have attached a picture of what it is I am trying to program. The problem is I have no idea how to approach this! I have a front panel set up with all of the corresponding lights (Red, yellow, green, left turn arrow) and a switch to indicate if a car is present to turn left. Now im not sure what I should be doing. I feel like I need to use an array for some timing, some shift registers, as well as other things. If someone is able to help clarify an approach let me know!

If this is a real project, then remind me not to drive in your town.  If this is homework, then you will need to do a lot better than that.

This sounds like one of the old CLD example questions.  There's a huge thread on it here:

There ARE solutions (official and from users) given in that thread though so I would try to work it through by yourself first.
