Hi Scott, I had a very similar issue involving packet manager. I have tried reinstalling it, deleting files, using a different browser and could not get it to work.
Any help would be appreciated.

Dear Andre,
I solve this issue by installing older version of NI package manager (2017), then I update by Internet the package and proced of the online installation of Labview.
Or you can use MSI Probe to uninstall all NI package.

Andres, I no longer work for NI/Emerson so I do not have access to the internal tool that I used to help customers with this issue. If your attempts to install the latest NIPM is resulting in this issue, my only recommendation is to contact NI/Emerson support if you have an active license.
