Picture drawareasize not correct

If I use the picture drawareasize property to set a picture size to 800x800 the picture is actually sized to 795 x795. Does anyone know the reason for this?

The picture has a frame as reflected by the Bounds property.

Is would have expected teh deltas to be 6 not five since the borders are three pixels on both edges.

The frame can be sized down by customizing the control.
