Need help on how to make dll with VC++2008 for Labview call liblary function

I use VC++2008Express, and like to make DLL.

Since I use VC++2008, do I have to install "MS Redistributable Package" onto PC which dose not have VC++?

Is there any free ANSI C compiler to make DLL for Labview to use with call libraly function?

Yes, you will likely need the Redistributable Package. Be sure to distribute the "Release" version of the DLL, and not the "Debug" version.

As for free ANSI C compilers, I would do a search on Google. Gnu C/C++ is a very popular one.

As you suggested, GNU compiler has been well known. I just did not have chace to use it so far.
