What I really meant, was to have Sean tell us how he solved his problem.

The EnableLocal works for me; has for years.  but now I want to know what sequence of commands the EnableLocal sends out.  I can't open it up to see.

If you specify a list of addresses, then the function (according to the help) issues a GTL to each address in the list. You should be able to see this with NI-Spy turned on. If you do not wire any addresses, the REN line (pin 17) is unasserted. I think you'll need a GPIB analyzer to monitor this.
