Trust me we all get lost in the sauce. I know I sure did.
I think this lesson is just trying to teach us how to make subvi's out of existing code. This helps clean up our code.
So as in your picture where you have the property node marked "Pane" they want you to create a subvi out of it and name it Set Scroll Bar State after you modify it according to step 4. Open the Icon editor and blank it all by selecting it and just type something in there to identify it. You then modify its block diagram according to steps 6,7,8. This subvi goes into position 1 in the diagram. In step 9 you then do the same thing with a different piece of code and call it Set Dialog Properties.vi which goes into position 2 on the diagram. In step 15 you drag 2 copies of the Set Enable State on Multiple Controls .vi from the Project Explorer window (they are already included) in to position 3's.
