LabVIEW does not launch after LV2019 SP1 f4 update

I just updated to LV2019 SP1 f4 (64-bit) from f3 through NIPM, and now LabVIEW will not launch. Repairing through NIPM did not work. No errors or notifications pop up, just a null response.

I will just state that I did not have any issues after the update.

I did read over the issue with VIPM before posting, but I do not have it installed, so I think there is a different problem. However, I did run through the NIPM update three times in total. The first time I received a notification about a newer version of one of the suggested additional updates already being installed. The second time I unchecked all of the additional suggestions, then encountered an installation error. The third attempt completed without apparent errors and with all suggested extras included.

 

If no one else is encountering this problem, I will try uninstalling and reinstalling, or transition to LV2020.
