A further test could be launching the setup program from a privileged command box, to check if something is written to the standard error console - unlikely but who knows?

Do you run from the USB? I'd try to copy to a local disk. Not sure if it will help, but worth a try.

That was a good suggestion.  I always avoid Windows command prompt due to how clumsy it is (vs. Linux).  But it said "Program too big to fit in memory", which is odd since it is a brand new setup.  On to a new board to figure out that problem.  Thanks guys!
