The Run-Time Engine should appear there, but some conflict may be causing it not to show up.
Can you run LabVIEW-built executables directly (not in TestStand)? Do you get any error or warnings there?
mine shows up as LabVIEW Run Time Engine by itself and Run Time Engine 7.0 and 7.1.1 under National Instrument Software.
