How to get offline installer of LabVIEW NXG 2.0

By downloading NI Package Manager first, we can install LabVIEW NXG 2.0 online with internet connection，When we want to install NXG 2.0 for a offline computer without internet, how?

My understanding is basically no unless you purchase and get the relevant platform bundle set. Maybe a blue (NI) rep can confirm.
