Error for calling DLL

There is an error "Library not found or fail to load" when calling a DLL. But the path of DLL is setup correctly. Does anyone experience similar issue? Attached zip file include error message, DLL file and header file. I'm using LabVIEW 2017 32bit

Your DLL depends on another DLL called SLABHIDDEVICE.DLL (which might again depend on other DLLs) which all need to be in a location on your system that Windows will search when trying to fulfill DLL dependencies.
