Encoder motor control

what I am trying to do is count the pulses from an encoder and read in a user input that will generate a pulse train to change the speed your motor. What approach would you guys take I am really having issues figuring out how to count the pulses with user input do generate the pulse train. I can count the pulses but i'm stuck on the user input. Any suggestions?

Try to build a regulator: http://en.wikipedia.org/wiki/PID_controller

When you use this concept the user only needs to specify a speed.
