Can i use a Digital IP on the NI PXI 6225 DAQ card to read in and decode a serial bit stream at 9600 bd. I do not know what the protocol is yet other than it is TTL at 9600 baud.

The PXI 6225 (https://www.ni.com/en-us/shop/model/pxi-6225.html) transmits at 250 kS/s for input and 833 kS/s for output.
Whether or not you can get 9600 bd depends on the bits/symbol and how many channels you are using.
I am assuming that Digital IP is just a typo of Digital I/O, and if this is not the case, can you please give me more information on Digital IP?
