WHY i can not install DSC in win 7 64bit？

how can i install it？

You can.  Or at least I can.  I have Windows 7 x64 with DSC 2012 SP1 installed for LabVIEW 2012 SP1 32-bit.  What versions of what stuff are you trying?  What is preventing you from installing?

WIN7 62BIT:i can install DSC based on LV 2012 32bit ，but i can not install DSC based on LV 2012 64bit .

Refer to: https://www.ni.com/en/support/documentation/compatibility/09/national-instruments-product-compatibil... to see which modules are supported in 64-bit.  DSC is not one of those.  That is why you're having issues installing it with the 64-bit version of LabVIEW.  Install the 32-bit version and you'll be able to use this module, as others have suggested.
