Hello,
Is it possible to create an FPGA project without having R series board connected?
Can this project be run in emulation mode?

Do you have the LabVIEW FPGA toolkit and NI-RIO drivers installed? It looks like you don't have the support for RIO/FPGA devices installed.
I have a lot more items listed under Add Targets and Devices.
Have a look in MAX and see if you have NI-RIO, NI R Series Multifunction RIO and FPGA (under your LabVIEW version) listed.

The version of RIO you have installed is very old so probably isn't compatible with LabVIEW 2013 - it was released in 2009. I suggest updating to the latest version for LabVIEW 2013 - I think it is RIO 13.

If you expand the LabVIEW 2013 f1 item - does it show FPGA?
