I don't know if that's the case with the Community Edition. In any case, the Professional Development Edition doesn't change its UI language to match the operating system's language. I have a German version of Windows 11 and an English version of LabVIEW here.
However, I would recommend that you install the English version. Many tutorials and help pages are in English, and if you search for the English terms on Google, you'll find more help than if you search for the German ones.
