A bit more information would help us debug this.  Don't work is not much to go on but...

Did you select the correct COM port for the visa constant on the Arduino Init VI when using the USB to RS232 Dongle?

Does the RS232 adapter use TTL logic levels?

Please describe in great detail the errors / problems that you have when using the USB/RS232 dongle.

configuration hardware + libraries + USB converter TTL = good
