When working across numerous development computers it would be easier to maintain a consistent icon template if the icon template could be applied to a project.
Applying it to project would simply give all new VIs the specified icon template by default. It wouldn't supersede libraries, and it wouldn't change existing VIs.
The alternative is to save the template, distribute it to a team of developers, ask all of them to place it in the ...Documents\LabVIEW Data\Icon Templates folder and remember to use it for all new VIs.
The image seen below is the option presented on the properties page of a project library. It should also be present in the properties page of the project.
