Having TekVISA installed at the same time as NI-VISA has been known to cause some problems due to similar .dll locations. There is an application on the NI Community that has been written to allow you to toggle between the two installs. I think some of the issues you're seeing could be related to this.
See if toggling/uninstalling one of the versions helps resolve the problem.
