PCMCIA-GPIB and USB-GPIB force driver reinstall every time

On my XP SP2 machine, the GPIB driver insists on reinstalling itself (along with the Windows "new hardware
found" dialog boxes) every time I re-attached a PCMCIA-GPIB or USB-GPIB-HS interface.

This is exact same hardware every time, and even if I plug it into the same USB port it insists on reinstalling the driver. It's not crippling, but it
sure is annoying.

How do I submit a bug report for this? Thanks!
