You will need NI-VISA for serial communication and will need NI-Serial if you're using NI-Serial hardware. The specific driver you will need for your Ohaus balance can be found at our 3rd Party Instrument Driver search page here:
http://search.ni.com/nisearch/app/main/p/bot/no/ap/tech/lang/en/pg/2/ps/30/sn/ssnav:idr/q/ohaus/
If you search for Ohaus you should be able to find your balance, then go to the driver page and download the driver specific to your balance.
The communication commands for your specific balance can be found here:
http://store.ohaus.com/input/media/opmanuals/80251620.pdf
The commands can be found in section 6.3 about Communication. These commands would be the strings that you input into the VISA Write VI.

Thanks Black for you response.
I have got NI-Visa driver installed and I am not using NI-Serial Hardware. It's just OHAUS balance connected via RS232 to Digitech serial to Ethernet adapter which I am trying to interface with LabView to have the readings available on my pc.
Also I checked out the driver for 3rd party but there isn't one specific to my model PA413C as it's relatively newer model according to OHAUS service team. So, I am just sort of stuck without the appropriate drive for this application as creating one would be daunting task having only preliminary knowledge of the LabView.
Any suggestion or advice on that will be highly appreciated.

You've got a couple of options
1. Modify one of the existing drivers for your model. It is very likely that the communication protocol is similar or even identical to what you need. If you are capable of writing a LabVIEW program to use a driver, you are capable of modifying the driver itself.
2. Pay someone to write/modify the driver. Numerous companies/individuals do that work all of the time. I would be glad to provide you with a quote.
3. Request the driver from NI. The link for doing this is on the page you already visited. Note that driver development is based on demand and that there is no guarantee the driver will be developed or that it would be developed in time for your needs.
4. Request the driver from ohaus. Personally, I think every vendor should be providing some sort of driver for their instruments if they provide a remote control interface.
5. Get a different instrument.

HI Dennis,
Well I'm trying to modify the driver, but I think It is takinig me longer to get along with it.
Anyways, please give me quote for writing driver on rom_engg@yahoo.com to start with.
Thanks,
