Animated Avitar

Can someone show me how to create an animated avitar (like CC's moving frog)?  Do you need special software tools?  Then, how do you upload it to your forum profile?

If I'm not mistaken, it's just a plain old animated GIF.

There must be lots of shareware software you can use to achieve the same effect.  I just don't know of any myself.

Photoshop seems to be popular, but for those without it: UnFREEze is a freeware app that takes separate GIF files and creates a single animated GIF (Credit: altenbach's 13-Mar-2005 post in the Icons thread).
tst covers copying a posted icon's url very early in the Icons thread (along with useful info regarding icon size and use of uppercase/lowercase in the file extension).
