Get "unable to read the selected file' error when load a read-only file via model parameter manager in workspace

I am using Veristand 2010. Does parameter file for model parameter manger have to be editable? When I load a read-only file, I ran into this error.

And also I see some other error when trying to deploy a system definition file which is read-only. So does the system definition file have to be editable as well?

What are the specific error codes that are being thrown with each instance? I was able to deploy a read only system definition with Veristand 2013 but I still need to test on VS 2010 as well. I however received and error when I tried to modify the system definition which is expected. Do you receive any errors when you change them from read only?
