Pulse Pattern Logic

I am trying to create some software to send and hold a true or false conditon. I need to be able to set the hold time and the delay between the pulses. Any help would be greatly appreciated! I know there is probably a simple solution, but I am new to the software and have limited knowledge and abilities.
