I have tried the options below but I am still getting the same error.
Is there another thing I could try?

Hi,
Can you backup and delete all files under the directory equivalent to <TestStand_LocalAppData> and then try to launch the SeqEdit.

Hi Anand Jain,
This fixed my problem:
1. Backup and delete all files under the directory equivalent to C:\Users\<user_name>\AppData\Local\National Instruments\<TestStand 32-bit version>
2. Launch the SeqEdit
Nothing is grayed out, popup is gone back to developing...
