Even if it appears as dimmed you might be fine floating them around by dragging, aren't you?

They can only be repositioned within the same window, they cannot be floated out of the window.

I think the option is just not available in 2019 version. Hope it will be there in future updates.

The option used to exist. I have filed a bug on the matter with NI.
