I'm getting this error for every step, any sequence (including NI Example sequences), any model on my laptop.
Get this error multiple times if read/write local/global in a statement step.
Anyone run into this problem before?

This looks like a screwed up installation to me.
I'd try repairing or re-installing.
Do you happen to have multiple TestStand versions on that laptop?

There is only one version on my laptop - 2017 SP1 64bit.
The problem starts when I play with config settings. I don't know which setting causes the problem since don't run sequence on this laptop (no hardware connected).
I'll try to repair/re-install.

Before spending a lot of time repairing, you could as well delete configfiles.... IMHO all of them will be autocreated with default values if not available

Delete everything under C:\ProgramData\National Instruments\TestStand 2017 (64-bit)\Cfg
Still getting the same error for every step.
Repaired TestStand not working either.
Removed TestStand, and delete everything under TestStand folder. Re-install TestStand. Reboot.
Still getting the same error for NI example sequence.
BTW, run as admin makes no difference.
I can't format the hard disk.

Sorry to hear you've gone through all this and it's still not working 😞
Considering you have uninstalled and deleted %Teststand64% on this PC before reinstalling, there is still the possibility, that the unsinstall left some stuff in the registry that the reinstall didn't overwrite.
AFAIK, TestStand version create their own set of RegKeys. Might be worth a try to see if installing another version like 2019 would work.
Additional though: do you have fancy IT Sec tools on this computer which might consider some components to be suspicious?
