Excel Property Loader

I have a TestStand that I deploy to a Production PC. I use the property loader with an Excel file to specify a path on a server. 

I did the deployment and can see that the Excel file installed in correct location. But when running the deployment it has an error. See atchment. 

I did notice that the deployment PC does not have a licenced Office Excel. Willl that cause this error?

Or what else can cause this error.
