NI Package Manager should be in your Start Menu then LabVIEW and Drivers should be on the first page of Browse Products

I do not have the NI package manager in my start menu. What should I do? How do I get it?

Well it seems like your PC thinks it already has it installed. I am guessing that happened from you failed install.

Check to see if you have C:\Program Files\National Instruments\NI Package Manager\NIPackageManager.exe on your PC. If not, I would file a service request about how to recover from this state.

Thank you so much for your help. Technical support determined that it may be a problem that can only be solved by reinstalling all of windows from scratch because sometimes if the files are deleted before windows uninstalls the software, it thinks that the software is still installed,

I ran into the same issue about not having NIPM installed but it thinking that it is. You can use wmic in command window with product get Name,LocalPackage to find the msi files for NI Package Manager and its supporting packages to uninstall them. Uninstall via command line with msiexec.exe /x "<file>.msi /qb for each item; there should be about 4 items with names containing NI Package. Then you should be able to reinstall NIPM.
