I'll take a crack at this one but realize that I have only had this problem one time and it never happened again after I did this.
Solution: Drag your toolbars to the location you want them to be in. Shut down Multisim. Restart Multism to make sure they are where you want them. You can even try restarting your computer and launch Multism to make sure they are still in the spot you put them. This took care of my problem.
The thing is I don't know how mine got messed up in the beginning. I didn't make any changes that I am aware of and one day they were just out of place. I did the above procedure and haven't had this happen since.

That error is very difficult to track down. It is very random and very particular to some configurations of Windows. In other words, very hard to reproduce. It usually has to do with a corrupted user configuration file. You could follow the suggestions from Lacy or, you could recreate your user config files... to do this, just delete all the contents from inside the user folder ....
In v9 (or older) is located in: C:\Program Files\ Electronics Workbench\EWB9\Multisim Users
In v10 is located in: C:\Documents and Settings\<your username>\Application Data\National Instruments\Circuit Design Suite\10.0\config
Delete the contents of the folder and re-start Multisim, it will recreate the config files.
