An Update.  I have moved the PCI 6229 to a different machine.  This appears to have been successful.  I can now access test panels like normal and the DAQ Assistant is fully functioning.  As far a speculation on why the other computer was giving errors I believe there might have been corruption down to the operating system level.  I don't know what else to do except to completely remove windows and start from scratch.
